About Us

Comprehensive Program Services (CPS) is an employee-owned program management and owner’s representative firm headquartered in Brookhaven, Georgia. We serve as a trusted extension of our clients’ teams, providing the leadership, technical expertise and day-to-day oversight needed to move complex capital projects from initial planning through design, construction and closeout.

Since 1998, CPS has helped public agencies, educational institutions and community organizations successfully deliver civic, justice, education, aviation, non-profit, and infrastructure projects throughout Georgia. Our services include program and project management, preconstruction planning, procurement support, design and construction oversight, schedule and cost management, quality assurance, stakeholder coordination and project reporting.

As owner advocates, we bring clarity to complex decisions, anticipate challenges and hold project teams accountable for delivering on our clients’ goals. Our experienced professionals combine technical knowledge with a highly collaborative, hands-on approach—helping protect each client’s budget, schedule, operations and long-term interests.
